Numerous independent studies have found that there is no difference in the total environmental impact of cloth over disposable nappies. Cloth nappies require significant resources in manufacture and laundering.

Recycled paper and fibre is good and the best environmental choice for everything.
NOT ALWAYS!
To use recycled fibre for tissue and personal hygiene products would require large amounts of energy and chemicals, and would generate large amounts of waste and sludge.
